On November 18, 2025, the Business Leaders’ Coalition for Global Health (led by Ken Shibusawa, CEO, Shibusawa and Company, Inc., hereinafter “the Coalition”), in which Eisai is a member, visited Japan’s Foreign Affairs Minister Toshimitsu Motegi and delivered him a “Request to Promote Japanese Diplomacy through Health and Medical Security”. Eisai’s CEO Haruo Naito also participated in the visit.
In August 2025, the Japanese Government revised the strategic document related to the “Co-creation for common agenda initiative” in the Development Cooperation Charter and newly designated "Health" as a strategic area. Amid significant changes in the environment surrounding international health, the Coalition requested the Ministry of Foreign Affairs to take the following four specific actions:
- Solving global health issues directly strengthens Japan's health and medical security. While ensuring wise spending, strategically expand spending for global health within Japan’s total Official Development Assistance (ODA) budget. In addition, mobilize private investment by promoting global public-private partnerships and impact investment focused on solving challenges using ODA as a catalyst.
- Strategically respond to funding requests from international organizations in the field of global health, while considering the opinions of Japanese companies. In particular, continue to contribute $1.08 billion in the 8th replenishment of the Global Fund, which will be holding investment strategy meetings in November 2025, and ensure Japan maintains its board seats, thereby strengthening Japan’s influence within international organizations.
- Providing Japanese companies’ products, services, and innovations through international organizations contributes to the solution of challenges in Global South countries, and fosters the development of the Japanese economy. Establish and strengthen the Japanese Government’s mechanisms to support the promotion of procurement of Japanese companies’ products and services within international organizations in the field of global health.
- As a country with advanced research infrastructure, excellent human resources, and pharmaceutical technology, further promote international collaboration leveraging these strengths to enhance competitiveness. In order to support the domestic development and production capacity of vaccines and medicines in Japan, which are strongly required in emergencies such as pandemics, strengthen support for research and development as well as human resource development.
